in wharfedale ls29 7ed. -- annual duck race - sunday 10 june the annual burley duck race will take place this year on the river wharfe at 2pm on sunday 10th june . access to the race is down corn mill lane by the parish church and the footpath over the a65 at the otley end of the bypass and down to the river towards otley. we have requested police presence at the by pass footpath crossing at the bottom of corn mill lane and they are expected to attend but this cannot be guaranteed. there is unlikely to be assistance with the crossing after the event or near the main road near to the finish line. alternatively access to the river can be made near to the lay-by on the otley road. this year there are 3,500 ducks swimming down the river with funds from the ticket sales being shared between burley community trust and burley scouts and guides. please support this annual village event by purchasing tickets in advance. a limited number of tickets will be available to buy on the day by the corn mill pond and in the field near the race. teas in the park will be available after the event on the village green with all proceeds going to the scouts and guides. burley in wharfedale community trust would like to remind all those attending the duck race that responsibility for all children and dogs rests with their parent/guardians and owners at all times before, during and after the event, including the road crossings. queen's hall and library refurbishment programme now that the decision has been made to refurbish both buildings, the parish council is starting to move forward with detailed planning on the refurbishment activities. a refurbishment working group has been created that will oversee the management and financial control of the programme. this group also includes representativeness from groups who use both buildings, so that building knowledge and usage can be considered as part of the decision making. given the size of the expenditure, after an extensive tendering and interview process in 2017, the council appointed bowmanriley as consulting architects and project managers for the queens hall. the council has agreed that their professional project management and technical consultancy would be extended to the library. the target is that by the middle of may, bowmanriley will develop a proposed scope of works and detailed costings. once agreed the different work packages will then go out to tender. to aid the process, and avoid duplicating activities, all of the work done by the save our library site will be passed across to be considered as part of their tendering process. the expectation is that by the end of june, quotes for the work to be done should be returned, at which stage the parish council can confirm the precise figure to be borrowed. in the meantime, the process for authorised borrowing is underway. the replacement of the windows in both buildings means that it is highly likely that planning applications will be required for both the queens hall and the library. in the meantime, the parish council would encourage everyone in the village who may be thinking of hiring space to consider both the queens hall and reviewed the public consultation feedback, and a wide variety of options for the refurbishment of the queen's hall and library. council members listened carefully to what people in the village have said and acknowledged that the village could benefit from the retention of both the library building and the queen's hall, and so the decision was made to improve both buildings. specifically: up to £365,000 (plus fees) will be to be spent on the queens hall for repairs and refurbishment up to a further £150,000 will be spent on the library for repairs and refurbishment the proposed building extensions to the queen's hall to improve services have been put on hold and will be considered once any monies from future development in the village is clearer. while this is a more cautious approach than was initially proposed, it does enable the parish council to move forward and improve the state of both buildings. moreover, now that the clear decision has been made to make a significant investment in both buildings, the parish council will approach bradford council with a request for a contribution towards the refurbishment of queens hall and a further request for bradford council to transfer the freehold of queens hall to burley parish council. a quick decision is not expected. the cost to refurbish both buildings will be funded via the precept (a part of the council tax residents already pay to bradford council). this will be a little over £13 a year for the next 15 years for a band d house. the parish council will now move forward and commence detailed planning on the start of refurbishment activities. -- leeds/bradford airport leeds bradford airport is proposing alterations to local flight arrival and departure routes which would result in changes to both aircraft position and noise compared to those currently experienced. this is part of the national airspace change programme intended to update and improve flight management for the next few decades and to “provide a range of environmental benefits including reduced noise impact on local communities, reduced co2 emissions and fuel savings of airlines”. these proposals need to be addendum'. leeds bradford airport (lba) is to hold a drop-in session in the salem church hall, behind the queen's head on main street, on thursday 2 november from 3pm to 8 pm. this will include a short video presentation as well as drawings and charts with members of lba on hand to explain. as the effect of these changes will be evident for many years it is important that all concerned take this opportunity to hear what lba has to say. -- burley house friends of the field working group this meets on the 2nd sunday of the month throughout the year between 10am and 12noon (with minor exceptions and weather permitting) and one evening a week during the summer months (see village diary). the group carries seasonal tasks such as grass raking, orchard maintenance, planting, removal of
